The contract involves the procurement of six units of a specific battery assembly, identified by NSN 7H-6140-015189752, for repair or modification purposes, with delivery terms set FOB origin to Bogue Systems Inc. in Paterson, New Jersey. The government intends to negotiate directly with a single source under FAR 6.302-1 due to the proprietary nature of the data and limited availability of manufacturing rights. It has been determined uneconomical to acquire data rights or reverse engineer the item, which restricts competition. Although this notice is not a formal request for competitive proposals, other parties may express interest or submit quotations for consideration. Responses will influence whether the government proceeds with a competitive procurement, but the decision remains entirely at the government’s discretion. Interested vendors are advised that related Military and Federal Standards and specifications can be accessed through official Department of Defense sources such as the DOD Single Stock Point and ASSIST-Online, with support available for those without internet access. The contract notice emphasizes that the acquisition will not follow FAR Part 12 policies for commercial items, but interested parties may indicate if they can meet the requirements with commercial items within 15 days. The requirement is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, and was announced as a presolicitation on January 11, 2017.
