This contract involves the procurement of seven units of a specific thrust bearing part (NSN 7H-2010-004738352) for repair or modification purposes, to be delivered FOB origin to Waukesha Bearings Corporation in Pewaukee, Wisconsin. The acquisition will be negotiated as a sole-source action, meaning the government intends to contract with only one manufacturer due to the specialized nature of the item and lack of suitable technical data or rights that would enable competitive sourcing. This bearing must be acquired from a designated manufacturing source as defined by DoD-STD-100 standards, as alternative sourcing or qualification of other manufacturers is not feasible economically or technically. The government invites interested parties to express their interest and capability to fulfill the requirement or submit quotes prior to award, but reserves the right to proceed without competition. Qualification requirements, aligned with FAR clause 52.209-1, must be met at the time of award, and further information about these requirements is available through the contracting office listed in the solicitation. Market research indicates this procurement does not follow FAR Part 12 guidelines for commercial items. Relevant military and federal specifications, standards, and qualification resources can be accessed through DoD document repositories such as ASSIST-Online, but certain documents like drawings and purchase descriptions are not stocked there. The contract is administered by the Department of Defense’s Navsup Weapon Systems Support in Mechanicsburg, Pennsylvania, and was publicly posted as a presolicitation notice in April 2016.
