The contract involves the procurement of 360 units of turbine engine blades identified by the National Stock Number 7H-2835-011498999-A1. The items are to be delivered FOB origin to Chromalloy San Diego Corporation, located in San Diego, California. The action described is a notice of intent for a proposed contract under which the Government plans to exclusively negotiate with a single approved source rather than issuing a competitive solicitation. However, interested parties may still express interest or submit quotes before the award date, which the Government will consider, though the final decision to compete remains at the Government’s discretion. The contract emphasizes the critical requirement for engineering source approval by the design control activity to ensure part quality, given the specialized design knowledge and manufacturing expertise held by the approved source(s). These sources hold essential data rights and technical knowledge not economically accessible to the Government, which are crucial for maintaining the part’s quality. Any alternate source must undergo an approved qualification process coordinated with the cognizant Government engineering authority overseeing the part’s application. The contracting agency involved is the Navsup Weapon Systems Support Mechanical Office within the Department of Defense, based in Mechanicsburg, Pennsylvania. This procurement relates to the repair or modification of the turbine engine blades and aligns with the specialized nature of the component and associated engineering controls.
