The Naval Sea Systems Command (NAVSEA) plans to extend the sole source Basic Ordering Agreement (BOA) with Northrop Grumman Norden Systems Inc. (NGNS) for an additional year beyond its current expiration date of June 1, 2003. This BOA covers multiple orders for design agent, engineering, and technical services to support Engineering Changes and Product Improvements under the AN/SYS-2 (V) Integrated Automatic Detection and Tracking (IADT) System Program. The contract permits both firm fixed-price and cost-plus-fixed-fee order types. NGNS, as the original designer and sole producer of the AN/SYS-2 (V) system, possesses unique technical expertise essential for providing these services efficiently and ensuring timely delivery within the Navy’s shipbuilding schedules. The extension is justified under a sole source acquisition authority and is aimed at minimizing disruption to ongoing program support and system deliveries. The government intends to negotiate exclusively with NGNS for this modification pursuant to statutory guidelines. While the contract is sole source, potential subcontractors are encouraged to engage with NGNS’s subcontracting department for possible opportunities. This arrangement underscores the critical role that NGNS plays in maintaining and enhancing the performance of the AN/SYS-2 (V) IADT System, highlighting the importance of their continued involvement in the program’s engineering and technical activities.
