The contract involves the procurement of six units of a circuit breaker identified by NSN 7H-5925-015540542, with Technical Data Package version 001, intended for repair or modification purposes. Delivery terms are FOB Origin, and the contract is to be issued to SPD Electrical Systems Inc., located in Philadelphia, PA. This action is a notice of intent to negotiate a sole-source contract under FAR 6.302-1, where the government intends to enter negotiations with only one supplier due to the uneconomical nature of purchasing data rights or reverse engineering the part required. Interested suppliers may express their interest or submit quotations, but this notice is not a solicitation for competitive bidding. The government emphasizes it does not own the rights or data necessary to purchase this part from multiple sources and therefore seeks to avoid competition unless justified by responses to this notice. Relevant military and federal specifications, qualified product lists, and handbooks can be accessed via the Defense Logistics Agency’s Document Automation and Production Service or online through ASSIST-Online, although specific patterns or drawings are not available through these channels. Proposals submitted within 45 days (30 days under certain conditions) will be considered, and contract award depends on meeting qualification requirements per FAR clause 52.209-1. Market research indicates that the acquisition does not follow the commercial item acquisition policies under FAR Part 12.
