The contract involves the procurement of 12 units of a circuit card assembly identified by NSN 7R-5998-014817444-FX, in accordance with reference number 5610802A, to be delivered FOB origin to Data Link Solutions LLC in Cedar Rapids, Iowa. This action is a sole-source negotiation, not open for competitive bidding, as the Government intends to negotiate exclusively with the currently approved source due to the item's flight critical nature and the lack of sufficient technical data for open competition. The approved source status is required because any new source must undergo a rigorous approval process that typically cannot be completed in time to meet the Government’s schedule. Interested parties that are not currently approved sources may submit their capabilities and source approval documentation as outlined in the NAVSUP Weapon Systems Support brochures for spares or repair to be considered for future procurement opportunities. However, offers lacking required technical data or evidence of source approval will not be considered. The Government retains discretion to proceed with award based on Fleet support needs if source approval cannot be obtained in time. The contract was posted as a presolicitation by the Department of Defense's NAVSUP Weapon Systems Support office in Philadelphia, emphasizing the criticality and specialized nature of the item being procured.
