The contract involves the procurement of five units of a circuit card assembly for repair or modification, identified by NSN 7H-5998-014841561-GL and designated under solicitation number N0010418FGY07. The items are to be delivered FOB origin to Sechan Electronics Inc. in Lititz, Pennsylvania. This action is a notice of intent to negotiate a sole-source contract, meaning the government intends to negotiate exclusively with one supplier rather than seeking competitive quotes, though other interested parties may express their interest or submit proposals for consideration within specified timeframes. The procurement is governed by FAR 6.302-1, which allows for sole-source contracting due to restrictions related to data rights and cost-effectiveness; the government does not own the necessary data rights or find it economically feasible to acquire or reverse engineer them. The solicitation is issued by the Naval Supply Systems Command Weapon Systems Support office located in Mechanicsburg, Pennsylvania. While the notice is not a request for competitive bids, all capable and interested sources have the opportunity to submit their qualifications or proposals within 45 days (or 30 days for awards under an existing Basic Ordering Agreement). The government retains discretion on whether to pursue competition based on responses received. Award decisions rely on meeting qualification criteria as described in FAR clause 52.209-1, ensuring that the offeror, product/service, or manufacturer complies with necessary requirements at the time of award. Additional information on qualification requirements is available through the issuing office referenced in the solicitation.
