The contract involves the procurement of ten units of a circuit card assembly, identified by NSN 7R-5998-015316599-FX, to be issued to Data Link Solutions LLC in Cedar Rapids, Iowa. The delivery terms are FOB origin, and the procurement is conducted under a sole-source justification, meaning the government intends to negotiate exclusively with one approved supplier due to the item’s flight-critical nature and the lack of sufficient technical data for open competition. Potential sources are invited to express interest and submit quotes; however, only those with prior government approval for this specific item will be considered. Approval of new sources requires submission of detailed technical data as outlined by NAVSUP Weapon Systems Support brochures. If source approval cannot be obtained in time, the government may proceed with the award based on existing fleet support needs. The solicitation, issued by NAVSUP Weapon Systems Support under the Department of Defense, was posted on November 19, 2011, and pertains to repair or modification services for the circuit card assemblies. The contract emphasizes stringent source approval requirements given the critical operational role of the component. It underscores the government's discretion regarding competition based on responses and the necessity for source validation before proceeding with contract awards. Interested parties must provide comprehensive documentation to support source approval or demonstrate previous submission of required data, or they will not be considered. The acquisition is managed from Philadelphia, Pennsylvania, with the goal of ensuring mission-ready, government-approved parts are supplied in a timely manner.
