The contract involves the procurement of three units of a specific circuit card assembly identified by NSN 7G-5998-015732874, to be delivered FOB origin to Digital Receiver Technology Inc. in Germantown, Maryland. The Government intends to negotiate this contract as a sole-source procurement under FAR 6.302-1, emphasizing the requirement for engineering source approval by the design control activity to ensure quality. This necessity arises from the unique design capabilities, specialized engineering skills, and proprietary manufacturing knowledge held by the approved source, which possess essential data rights not economically transferable to the Government. Any alternate vendor must undergo rigorous qualification processes approved by the appropriate Government engineering authority to maintain these standards. This notice is a solicitation for interested parties to express their capability or submit proposals, but it is not a request for competitive quotes. The Government will consider any responses received within 45 days (or 30 days if under an existing Basic Ordering Agreement) from the publication date, solely to determine whether to pursue a competitive procurement. Market research indicates that this acquisition does not follow FAR Part 12 commercial item policies. Lastly, information regarding related Military and Federal standards and documents is available through DoD Single Stock Point and the ASSIST-Online system, with instructions provided for obtaining these resources. The contracting office managing this action is the Navsup Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania.
