AI Contract Overview

The contract pertains to the procurement of four units of a circuit card assembly, specifically for repair or modification, with a delivery term of FOB origin to Flightline Electronics Inc. in Victor, New York. This procurement is unique in that it is intended for negotiation with a single source only, as the Government currently lacks sufficient data to acquire this item from alternative suppliers. The item is flight critical and requires prior Government source approval, limiting the solicitation to approved sources due to the technical sensitivities and urgent need to support fleet operations. Potential vendors not already approved must submit detailed technical data as outlined in the Naval Inventory Control Point Philadelphia’s Source Approval Information Brochure, or documentation evidencing ongoing source approval proceedings. Failure to provide required data will result in disqualification from award consideration. The Government retains discretion in deciding whether to proceed with a competitive procurement based on responses to this notice of intent, which is not a solicitation for competitive quotes but invites interested parties to identify their capabilities. Because source approval evaluation can be time-consuming, the Government may award the contract to existing approved sources to meet operational timelines. Supporting information is available through official Navy channels, emphasizing the critical nature of compliance with technical and procedural requirements. The contracting agency responsible for this procurement is the Department of Defense's Naval Supply Systems Command Weapon Systems Support office, located in Philadelphia, Pennsylvania.
