The contract involves the procurement of 20 units of a specific circuit card assembly for repair or modification, designated NSN 7R-5998-015102954-V2, with delivery FOB origin to BAE Systems Controls Inc. in Endicott, NY. This action is a sole-source procurement conducted under the authority of FAR 6.302-1, meaning the Government intends to negotiate exclusively with a single approved source due to the unique engineering, manufacturing expertise, and data rights held by that source. The item is flight-critical, requiring stringent engineering source approval by the design control activity to ensure the quality and reliability of the part. Alternate sources can only be considered if they qualify through Government-approved procedures, but due to the time required for approval, award delays are generally not feasible. Interested parties may express their interest and submit relevant qualifications or proposals, but this notice is not a solicitation for competitive quotes. Offers must comply with the detailed data submission requirements outlined in the Navy’s source approval brochures, and incomplete proposals lacking required data will not be considered. The acquisition does not use commercial item acquisition procedures under FAR Part 12, reflecting the specialized nature of the requirement. The Government reserves the right to proceed without competition if no suitable alternative sources are found, emphasizing the criticality of adhering to the source approval and quality assurance guidelines in place for this contract.
