AI Contract Overview

The contract involves the procurement of six units of a circuit card assembly requiring repair or modification, identified under NSN 7H-5998-014970001 with Technical Data Package version 004. The delivery terms specify FOB origin, and the intended recipient is W R Systems Ltd, located in Norfolk, Virginia. This solicitation is issued by the NAVSUP Weapon Systems Support office based in Mechanicsburg, Pennsylvania, under the Department of Defense. The government intends to negotiate this contract as a sole-source procurement, meaning only one contractor will be considered, due to the lack of government-owned data or rights required to acquire the part from other suppliers. Economically, purchasing data rights or reverse engineering has been deemed impractical, which justifies the single-source approach. Potential suppliers are invited to express their interest or submit quotations, although this notice is not a request for competitive quotes. Responses will be reviewed solely to determine whether a competitive process is warranted, with all proposals received within 45 days of the notice date (or 30 days if under an existing Basic Ordering Agreement) considered by the government. Qualification of the offeror, product, or manufacturer is mandatory at the time of award in compliance with relevant FAR clauses. Interested parties may access relevant military and federal standards, qualified product lists, and other specifications primarily through the DoD Single Stock Point or ASSIST-Online, noting that technical drawings and some documents are not available via these sources. The government is not applying commercial item acquisition procedures for this procurement, but offers the opportunity for interested vendors to indicate if they can fulfill requirements with commercial items within 15 days of the notice.
