The contract pertains to a circuit card assembly involved in repair or modification activities, with a single unit requested for delivery FOB origin to W R Systems Ltd in Norfolk, VA. It is issued under the authority of FAR 6.302-1, indicating a sole-source negotiation intent, where the government plans to negotiate exclusively with one approved source possessing unique design capabilities, engineering expertise, and proprietary manufacturing or repair knowledge critical for maintaining part quality. The contract requires engineering source approval by the design control activity, and any alternate source must qualify through government-approved procedures to ensure adherence to strict quality standards. The approved sources retain essential technical data rights not economically available to the government, underscoring the necessity of exclusive acquisition or repair agreements. Interested parties are invited to express their interest, capability, or submit quotations or proposals within specified timeframes, although this notice is not a request for competitive quotes. Submissions will be reviewed to determine if a competitive procurement is warranted, but the government retains full discretion not to pursue competition. The acquisition does not utilize FAR Part 12 for commercial items but allows potential sources to propose solutions compliant with government requirements. Relevant Military and Federal Specifications and Standards documentation can be obtained through official Department of Defense channels, and all qualification requirements and additional information are cited in individual solicitations issued by the Naval Supply Systems Command Weapon Systems Support office located in Mechanicsburg, PA.
