The contract involves the procurement of two units of a specific circuit card assembly identified by NSN 7H-5998-016082299, version TDP 001, to be delivered FOB origin to Frontier Electronic Systems Corp in Stillwater, Oklahoma. The Government intends to negotiate exclusively with one source for this requirement, citing the inability to competitively source the supplies due to a lack of adequate data rights and the uneconomical nature of purchasing or reverse engineering the data needed to acquire the part from other suppliers. This sole source justification is authorized under FAR 6.302-1, and while this notice is not a request for competitive quotes, interested parties are invited to express their interest or capability within specified timelines. Any proposals received prior to the award will be reviewed, but the decision to compete remains at the Government’s discretion. The solicitation, posted by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, is related to the repair or modification of the circuit card assembly and requires that the offeror, product, or manufacturer meet specific qualification requirements at the time of award, as outlined in FAR clause 52.209-1. The contract is classified as a presolicitation, and while it does not specify any set-aside designation or NAICS code, further information including qualification criteria is available through the contracting office. This procurement reflects a careful balancing of operational needs, proprietary data constraints, and competitive fairness governed by Federal Acquisition Regulations.
