The contract involves the procurement of one unit of a circuit card assembly, intended for repair or modification, with delivery terms set as FOB origin. The contract is designated for Lockheed Martin Corporation located in Moorestown, New Jersey. This action represents a sole-source negotiation by the Government under FAR 6.302-1, indicating that the procurement will not be competitively bid due to the specialized nature of the part and its sourcing constraints. The specific part must be obtained from a manufacturing source authorized in accordance with DoD-STD-100 standards because suitable technical data, government data rights, and manufacturing knowledge are not available to permit qualification or acquisition from alternative sources. Despite being classified as an altered or selected item, the required technical data package is incomplete or economically unfeasible to acquire, reaffirming the sole-source justification. Interested parties are encouraged to express their interest or submit quotations within specified timeframes, although the Government retains sole discretion to decide against competition based on these responses. The Government has clarified that the acquisition will not use commercial item procurement policies under FAR Part 12 but invites potential suppliers to demonstrate their capability to meet the requirement with commercial items within 15 days. Relevant military and federal specifications and standards supporting this contract can be accessed through established DoD document repositories like ASSIST-Online or ordered via the DoD Single Stock Point. The contracting office overseeing this action is the Navsup Weapon Systems Support Mech in Mechanicsburg, Pennsylvania, reflecting the Department of Defense’s management and support of this procurement.
