The contract involves the procurement of three units of a circuit card assembly for repair or modification, identified by NSN 7H-5998-014723180 and TDP version 001. The delivery terms specify FOB origin, and the awardee is Kato Engineering Inc., located in Mankato, Minnesota. This action is a notice of intent rather than a solicitation for competitive quotes, indicating that the government plans to negotiate directly with a sole source. Although other interested parties may express their interest or submit quotes, the government retains full discretion on whether to pursue competition, largely due to insufficient data or rights to the product that prevent sourcing from multiple suppliers. The contract is managed by the Navsup Weapon Systems Support Mech office within the Department of Defense, based in Mechanicsburg, Pennsylvania. The notice was posted on April 30, 2012, and classified as a presolicitation. The government’s decision regarding competition will be based on information gathered in response to this notice, but there is no set-aside type or NAICS code specified. This procurement reflects the government’s intent to secure critical repair or modification services for specialized equipment through a sole-source negotiation process, underscoring the importance of maintaining proprietary or limited data rights associated with the circuit card assembly.
