The contract involves the procurement of seven units of a circuit card assembly for repair or modification, identified by NSN 7H-5998-015593588-GL under TDP version 002. The delivery terms specify FOB origin, with the items to be issued to Sechan Electronics Inc. located in Lititz, Pennsylvania. This contract is a non-competitive, sole-source action based on the necessity of acquiring the parts from a specific manufacturing source due to the unique technical data package and government data rights associated with the item, which are not available or economically obtainable from other sources. The government retains discretion over whether to engage in competitive procurement based on responses to this notice. The contract is part of a presolicitation issued by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania. It emphasizes that although altered or selected items should have adequate technical data packages, the required data or government rights for this item are deficient and irreplaceable from other vendors. Interested parties may express their interest or submit quotes prior to award, but the intent is to negotiate solely with Sechan Electronics due to source control and the critical nature of the technical specifications referenced in DoD-STD-100. The notice clarifies that this is not a request for competitive quotes, and the contractual acquisition will proceed accordingly.
