This contract involves the procurement of three units of a specific circuit card assembly under the National Stock Number 7R-5998-014542293-HT, with delivery terms set FOB origin to Northrop Grumman Guidance Co., Inc. in Woodland Hills, California. The government intends to negotiate exclusively with an approved source due to the specialized nature of the part, which requires design control activity approval to maintain quality standards. Only suppliers with existing engineering source approval, who possess unique design capabilities, manufacturing knowledge, and data rights essential for the production of this flight-critical item, are eligible for contract award. Any alternate sources must undergo qualification in compliance with government engineering approval processes, which typically require substantial time and technical assessment, meaning contract award is unlikely to be delayed for new source approval. The notice clarifies that while this is not a request for competitive quotes, interested parties may express interest and submit proposals, though acceptance is at the government’s discretion based on source approval status and capability. Proposals must include required technical data as specified in NAVSUP Weapon Systems Support source approval brochures, particularly for spares or repairs, to be considered. Failure to provide complete source approval data or documentation of ongoing source approval efforts will result in exclusion from award consideration. Given the critical nature of the item and the specialized data required, the government prioritizes ensuring supply continuity and quality, potentially proceeding with approved sources if new source approvals cannot be timely obtained.
