The contract involves the procurement of 10 units of a circuit card assembly, specifically for repair or modification purposes, identified by NSN 7R-5998-014109890-EE, TDP VER 002. The delivery terms are FOB origin, with the items to be issued to BAE Systems Information in Greenlawn, New York. This procurement is being handled by the Department of Defense through the Navsup Weapon Systems Support office in Philadelphia, Pennsylvania. The contract is structured as a notice of intent rather than a request for competitive quotes, indicating that the government plans to negotiate exclusively with a single source due to the lack of sufficient or accurate data to procure these parts from alternate suppliers. Interested parties may express their interest and capability to meet the requirement or submit quotes; however, the government retains sole discretion on whether to pursue a competitive procurement based on the responses received. The government’s decision not to compete the contract is based on the current need to continue with the existing source, reflecting the specialized nature of the supply. This presolicitation notice, posted in April 2009, is intended solely to gather information to aid in government procurement decisions rather than to award the contract directly through competition.

The contractor must utilize the Commercial Asset Visibility system for transaction reporting and the Wide Area Workflow system for invoicing. Quality requirements are stringent, requiring adherence to ISO 9001/SAE AS9100 standards and specific calibration protocols. The government intends to make a single award based on a trade-off where past performance is considered more important than price. Key contractual provisions include strict guidelines for Beyond Economical Repair (BER) determinations, Missing on Induction (MOI) protocols, and adherence to MIL-STD-2073 for packaging and MIL-STD-129 for marking.
