The contract involves the acquisition of five units of a specified item identified by NSN 7H-4310-010864700 and TDP version 004, with delivery FOB origin to Haskel International Inc. in Burbank, California. The procurement is intended to be non-competitive, as the government plans to negotiate solely with one source due to the unique technical data and manufacturing knowledge restrictions. The item must be obtained from a designated manufacturing source as defined by DoD-STD-100 standards, and alternatives or second sources are not viable given the lack of adequate technical data or government data rights. This contract relates to the repair or modification of a reciprocating compressor and is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania. It is categorized as a presolicitation and does not specify any set-aside status or NAICS code. The government is open to receiving expressions of interest or quotes before the award date but retains sole discretion whether to proceed with competitive procurement based on the feedback. The unique nature of the item and data rights limitations are key factors in restricting competition and source selection.
