The U.S. Air Force, through the Oklahoma City Air Logistics Center, is seeking information from potential business sources capable of providing contractor logistics support for its C-21A fleet, consisting of 76 Learjet Model 35 aircraft used primarily for government personnel transport and configured for medevac missions. This sources sought announcement serves as a market research effort rather than an active solicitation. The support scope includes comprehensive maintenance and installation of modifications in compliance with FAA regulations and Air Force requirements, encompassing depot-level maintenance at FAA-certified repair stations as well as organizational maintenance at multiple main operating bases and deployment locations worldwide. The government will supply pilots for ferrying aircraft to and from depot facilities, fuel, petroleums, oils, lubricants, transient alert services, certain support equipment, and facilities at the MOBs. The anticipated contract period spans an initial transition phase from July to September 2004, followed by a one-year basic period from October 2004 through September 2005, with six option years extending through 2011. This effort follows on from a previous contract (F34601-94-C-0950) and requires the contractor to provide all labor, parts—including engines—and supply support, as well as transportation logistics for parts and documentation. Maintenance needs may arise anywhere the aircraft are located, with potential operating bases including key Air Force facilities across the United States and abroad, such as Andrews AFB, Scott AFB, Ramstein AB, and Yokota AB. The designated point of contact for this research effort is Contracting Officer Gary M. Macri.
