AI Contract Overview

This contract involves the procurement of 60 units of a control-indicator item identified under NSN 7R-5895-013603759-FX, to be delivered FOB origin to Rockwell Collins Inc. in Cedar Rapids, Iowa. The procurement is handled by the Department of Defense's NAVSUP Weapon Systems Support office in Philadelphia, Pennsylvania, and is conducted as a sole-source negotiation due to the specialized, flight-critical nature of the item. Only previously government-approved sources, such as Rockwell Collins, have been solicited because the government lacks sufficient technical data to pursue a competitive procurement or approve a new source within the required timeframe. Interested parties who are not yet approved sources may still express interest by submitting the required documentation as outlined in the NAVSUP Source Approval Information Brochures for spares or repair. However, if approval of a new source cannot be completed in time or does not meet government requirements, the contract award will proceed based on existing approved suppliers to ensure fleet readiness. This notice is a pre-solicitation announcement rather than a competitive request for quotes, and any proposals must comply fully with the source approval criteria to be considered. The government maintains discretion over whether to open this procurement to competition depending on responses received.
