The contract involves the procurement of three units of a specific light source control item (NSN 7H-6110-014851414, TDP VER 002) to be delivered FOB origin to Meggitt - Orange County Inc. in Irvine, California. The government intends to negotiate this purchase with a single source rather than through a competitive bidding process, citing that the government does not own the necessary data or rights to procure the part from alternative sources. Furthermore, purchasing or reverse engineering the data has been deemed uneconomical. Although this is not a request for competitive quotes, the government invites interested parties to express their interest or submit quotations, which it will consider prior to awarding the contract. This procurement is conducted under FAR 6.302-1, allowing negotiation with only one source due to the unique nature of the supplies or services. Responses to this notice will be reviewed to determine if a competitive procurement is warranted, though the decision to do so remains at the government’s discretion. The government is not applying commercial acquisition policies for this requirement but allows interested parties to propose commercial items within a 15-day window. Relevant military and federal documents can be accessed through established government resources such as the DoD Single Stock Point and ASSIST-Online, although certain technical documents are not stocked at these locations. The solicitation, posted by the Department of Defense’s Navsup Weapon Systems Support office in Mechanicsburg, PA, aims at the repair or modification of the specified control light source.
