The contract pertains to the procurement of 18 units of a liquid oxygen converter, identified by the NSN 7R-1660-011794064-FZ, intended for repair or modification. The delivery term is FOB origin, and the items are to be issued to Essex Cryogenics of Missouri Inc., located in Affton, MO. This action is being treated as a sole-source negotiation, indicating that the Government plans to negotiate exclusively with a single approved supplier, rather than seeking competitive bids. Potential suppliers may express interest, but qualification to supply the item requires adherence to stringent Government source approval procedures due to the flight-critical nature of the item and the specialized technical data involved. Acquisition is governed by Qualified Products List (QPL) protocols, and only sources previously approved by the Government are eligible for award. New source approval is possible but involves a detailed submission process including technical data as outlined in the Naval Inventory Control Point Philadelphia Source Approval Brochure. Offers that do not meet these criteria or fail to document prior submissions of required data will not be considered. Timeliness and Government needs may lead to continuation with existing approved suppliers if new approvals cannot be finalized promptly. This procurement is managed by Navsup Weapon Systems Support under the Department of Defense, with the solicitation number N0038310PG003, and is based out of Philadelphia, PA.
