The contract involves the procurement of four units of a specific fluid core assembly identified by NSN 7H-4420-013985357, intended for repair or modification. The delivery terms specify FOB origin, with the items to be issued to MAN Diesel North America Inc. in Houston, Texas. The government plans to solicit and negotiate the contract under a limited source authority per FAR 6.302-1, effectively indicating a sole or restricted competition environment. While other responsible sources may express interest or submit proposals within 15 days of the announcement, the government retains sole discretion on whether to compete the contract. Approval by a cognizant technical authority is required for any repair source, but the contract award will not be delayed pending these approvals. Additionally, the government does not possess or intend to acquire the data or rights necessary to allow multiple repair sources, deeming it uneconomical to purchase or reverse engineer such data. The contract includes options allowing for up to a 100% increase in quantities within 180 days of award. Notably, the acquisition does not follow commercial item acquisition policies under FAR Part 12, though the government remains open to considering commercial solutions. The contracting agency is the Naval Supply Systems Command Weapon Systems Support located in Mechanicsburg, Pennsylvania, and the solicitation was posted in May 2018 as a pre-solicitation notice.
