The contract pertains to the procurement of 12 units of NSN 7H-1355-015073138, specifically cylinder barrels in repair or modification condition, under TDP version 002. The delivery is FOB origin to the Ordnance Technology Service located in Mentor, Ohio. This notice of intent is not a solicitation for competitive bids but indicates the government's intention to negotiate exclusively with a single source. While other interested parties may express interest and submit quotes, the government retains sole discretion to decide whether to pursue a competitive procurement based on responses. The decision to avoid competition is justified by the government’s determination that separating the part for competitive acquisition would not result in cost savings over the part’s lifecycle. The contract falls under a presolicitation issued by the Department of Defense through the NAVSUP Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania. There is no set-aside status or NAICS code specified, reflecting a direct negotiation approach. The government emphasizes that information submitted will mainly aid in deciding if competitive procurement should proceed, but the final choice remains with the government. The procurement highlights logistical and cost-efficiency considerations pertinent to sustainment of specialized military components, with specific attention to cost-benefit analysis influencing the single-source negotiation approach.
