The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to award a sole source contract to Thermo Electron North America, LLC upon the basis of the authority provided at FAR 13.106-1(b)(1), the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL has a requirement to procure technical services for maintenance and software upgrades to the Dionex ICS-3000 Ion Chromatograph System. CRREL research projects require the maintenance and support of the Dionex ICS-3000 to satisfy a number of constraints. A licensed service provider must perform the services required in order to maintain system integrity and also to provide a warranty for the system and the maintenance performed. Upgrades to the equipment include: new software installation to the operating program 'Chromeleon'; migrating the system from Windows XP to Windows 7; re-plumbing internal tubing to prevent wear and leaks; and replacing consumable items such as columns, tubing, ferrules, pumps, and reagents. Furthermore, Thermo Electron North America LLC provides the only technical support capable of servicing their equipment. Market research has indicated Thermo Electron North America, LLC to be the only manufacturer and service provider source for this specific Chromatograph. The associated North American Industry Classification System (NAICS) code is 811219, which has a size standard of $19 million. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 5 August 2014, at 12:00 PM, Central Time (CST) to: Kim.D.Roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
