The contract outlined is for the supply of four units of an electronic tube identified by NSN 7H-5960-001477475, in accordance with technical data package version 006 and reference number 713010-20. The items are to be delivered FOB origin to Thomas Electronics of NY Inc., located in Clyde, NY. This procurement is intended as a sole-source negotiation under FAR 6.302-1, meaning the Government plans to contract with only one supplier due to the unique nature of the item and the lack of available data rights or economical alternatives such as reverse engineering. The Government explicitly states it does not own the proprietary data necessary to procure this part from multiple sources, and previous market research has confirmed the inefficiency of acquiring such data or finding comparable commercial items. Although this is not a competitive solicitation, the Government invites interested parties to submit expressions of interest, capability statements, or quotes within 45 days for consideration. Such submissions will help determine whether a competitive procurement is warranted, though the final decision rests solely with the Government. Information on military and federal specifications and standards related to the item can be accessed through the DoD Single Stock Point or online via ASSIST-Online, though specific technical documentation like drawings and patterns are not stocked. The contract is administered by the Naval Supply Weapon Systems Support Mechanic office based in Mechanicsburg, PA, indicating a defense-related acquisition focused on maintaining or repairing strategic electronic components.
