This contract involves the procurement of eight electronic components identified by NSN 7H-5998-015371125-GL, intended for repair or modification purposes. Delivery terms specify FOB origin, with the items to be issued to Raytheon Company located in Tucson, Arizona. The government has issued this notice of intent indicating it plans to negotiate exclusively with a single source rather than conduct a competitive bidding process. However, interested parties may express their interest or submit quotes prior to the award date, which the government may consider when deciding whether to maintain a single-source arrangement or open competition. The decision to forego competition remains at the government's sole discretion. Importantly, the part in question has an unstable design due to engineering and manufacturing challenges, as well as marginal test and service performance, leading to major anticipated design changes. These modifications will render the current version obsolete and unusable, so only limited acquisition from the current source is expected until the updated configuration is available. Interested parties can obtain relevant military and federal specifications and standards through official DoD channels, although certain proprietary documents like patterns and drawings are not stocked there. The contract is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, and is classified as a pre-solicitation under the procurement reference N0010416PLA55.
