The contract involves the procurement of 10 units of electronic components identified by NSN 7R-5998-014844426-FX, to be delivered FOB Origin to Viasat Inc. in Carlsbad, California. This is a non-competitive, sole-source negotiation pursuant to reference number VA-016307-0003, reflecting the Government’s intent to contract only with a previously approved source due to the flight-critical nature of the items and limited technical data availability. The Government lacks sufficient data to pursue full and open competition, and the acquisition requires prior Government source approval. Only vendors previously approved have been solicited, and new sources must submit detailed technical information as outlined in the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures for either spares or repairs. Interested vendors that are not currently approved sources must provide all required data or documentation demonstrating prior submission to NAVSUP WSS in order to have their quotes considered. If source approval cannot be obtained in time to meet operational needs, award decisions will proceed based on fleet support priorities. This contract opportunity, published by the Department of Defense's Navsup Weapon Systems Support office based in Philadelphia, is listed as a presolicitation with no competitive bidding process anticipated, stressing the importance of source approval due to the critical nature of the components and the Government’s commitment to existing qualified suppliers.
