NASA's Langley Research Center intends to issue a Draft Request for Proposal (DRFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract focused on Electronics and Fabrication Support. This contract will provide technical services for fabricating research-oriented electronic instrumentation and mechanical hardware, including circuit assemblies, aircraft flight test equipment, instrumentation racks, and simulator modifications across various research and test environments such as ground support, aircraft, spaceflight, and laboratories. Metals fabrication support will also be available on an as-needed basis to address peak workload demands. The work primarily occurs at Langley Research Center, although other locations may be designated by individual task orders. Contractors are expected to furnish all necessary personnel, material, equipment, and facilities except those provided by the Government. The DRFP, scheduled for release around March 8, 2004, aims to gather industry feedback to refine the final Request for Proposal, expected around April 12, 2004. Comments on unnecessary or inefficient requirements are encouraged. The contract falls under NAICS code 334418 with a size standard of 500 employees. The solicitation and related documents will be accessible online, with potential offerors responsible for monitoring and downloading these materials. Questions about the solicitation must be submitted in writing via email or fax, as phone inquiries will not be accepted. An ombudsman is appointed to facilitate communication during the solicitation process. The Government emphasizes that no contract will be awarded based on responses to the DRFP and that industry input during this phase will not be compensated.
