Full Description

The 162d Fighter Wing AZANG encountered a lighting storm on Tuesday July 15, 2014, causing a power outage to the entire base. The Civil Engineering Squadron (CES) dispatched personnel to trouble shoot and repair issue, being able to restore power to approximately fifty-percent (50%) of the base. During inspection of power source and continuous efforts to get the remaining sources back online, it was discovered that fuses had blown due to surges in the power lines. CES replaced fuses and tested system for proper function while successfully restoring power, momentarily. After several hours of troubleshooting and functional checks, CES was unable to restore power but found two (2) blown Tee-Taps in the primary cable. Unable to repair in house due to manpower and parts, Sabino Electric Inc. (SEI) was called in the following morning. SEI is part of our Contingency Operational Contracting Support Plan (COCSP), has access to the base, and was readily available to perform the service required. While initial estimates for emergency repairs were estimated to be $60,000.00, a technical expert from SEI preformed an evaluation, compiled a list of materials needed to complete job and quoted $38,294.52 to complete. The quote SBI submitted was 37% lower than expected. Parts had to be shipped from Phoenix, Arizona and various parts of California. Therefore, there was a three day lead time, until repairs could be accomplished. Since SEI is a key vendor in our Contingency Operations and the 162d experiences multiple microbursts and power outages during the monsoon season, a repair kit was included in this price, to include the parts that were not available locally. This effort will minimize damage to our equipment and prevent a delay in work, for future incidents. IAW FAR 6.302-2(a)(2) The agency's need for this service is of such an unusual and compelling urgency that the government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, Full and Open Competition need not be provided for.
