The contract involves the procurement of two diesel engines (NSN 7H-2815-015305783, TDP VER 001) intended for repair or modification, with delivery terms FOB origin to Cummins Power Systems Inc. in Harrisburg, Pennsylvania. The government plans to solicit and negotiate this contract under a sole-source authority according to FAR 6.302-1, indicating a single responsible source is targeted. Although this is not a formal competitive request, the government invites interested parties with the capability to respond to express their interest or submit proposals within specified timeframes — 45 days from the notice date or 30 days if based on an existing Basic Ordering Agreement (BOA). The solicitation is being managed by the NAVSUP Weapon Systems Support Mechanic office in Mechanicsburg, Pennsylvania, and focuses on non-commercial item acquisitions, as the policies under FAR Part 12 for commercial items are not being applied. Supporting documentation such as Military and Federal Specifications, Qualified Products Lists, and other standardized documents are accessible through the DoD Single Stock Point (DODSSP) at the Document Automation and Production Service (DAPS) in Philadelphia. However, items like patterns, drawings, and deviation lists are not stocked at DODSSP. Most relevant documents are available online via ASSIST-Online for easy search and download, while unavailable documents can be ordered through DODSSP after establishing a customer account. This acquisition reflects the government’s intention to secure specific repair or modification services or supplies from a narrowly defined source while maintaining openness to identify alternative capable sources through market research.
