The contract involves the procurement of 17 units of a specified fire extinguisher item for repair or modification, identified by NSN 7H-4210-013173793 and governed by Technical Data Package version 004. The delivery terms are FOB origin, with the recipient designated as Pacific Scientific Co. in Miami, Florida. This acquisition is conducted under a sole-source basis, meaning the government intends to negotiate exclusively with one manufacturing source specified by strict source control or selected item drawings as defined by DoD-STD-100. This limitation arises because suitable technical data, government data rights, or manufacturing knowledge necessary to allow competition or qualification of alternate sources are unavailable or economically infeasible to obtain. Despite the sole-source approach, interested parties may express interest or submit quotes, which the government will consider in deciding whether to pursue competitive procurement. The solicitation, identified as N0010417PCG56 and issued by the Department of Defense’s Navsup Weapon Systems Support in Mechanicsburg, Pennsylvania, explicitly excludes acquisition under FAR Part 12 for commercial items based on market research findings. Interested parties have 45 days to respond with proposals, quotations, or capability statements. Award will depend on meeting qualification standards per FAR clause 52.209-1, ensuring the selected source or product complies fully with government requirements at the time of award. Relevant specifications and standardized documents can be obtained through the DoD Single Stock Point or ASSIST-Online, though certain proprietary documents are not stocked and may require alternative ordering procedures. The government retains sole discretion regarding the decision to compete the contract after reviewing responses.
