AI Contract Overview

The contract involves the procurement of 26 units of a radio frequency filter identified by NSN 7H-5915-014252302 and TDP Version 008, with delivery terms set as FOB origin to WEMS Inc. located in Hawthorne, California. The Department of Defense, specifically the NAVSUP Weapon Systems Support office in Mechanicsburg, PA, intends to negotiate this contract as a sole-source procurement under FAR 6.302-1. This means the government plans to award the contract without competitive bidding, primarily because the rights to the technical data necessary to procure this part from alternative suppliers are not owned by the government, and it would be uneconomical to reverse engineer the component. Although this is not a request for competitive proposals, interested parties may express their interest and capability to meet the requirements by submitting quotes or capability statements within specified timeframes (generally 45 days from the notice date or 30 days if an existing Basic Ordering Agreement applies). The government will consider all responses solely to determine whether to proceed with competitive procurement but retains the discretion to move forward with the sole-source award. Additionally, relevant military and federal specifications, qualified product lists, and standards are accessible through official channels such as the DoD Single Stock Point and ASSIST-Online for parties seeking to understand or comply with contract requirements. The acquisition does not use commercial item acquisition policies, reinforcing the specialized, non-commercial nature of the filter and its repair/modification service.
