The contract involves the procurement of four units identified by NSN 7H-6645-015711234, specifically related to a generator time code used in repair or modification processes. The delivery terms are FOB origin, and the contract is intended to be awarded to Raytheon Company in Largo, Florida. This action is a notice of intent rather than a request for competitive quotes, with the government expressing the intent to negotiate directly with a single source due to the unavailability of necessary data rights or technical information from other suppliers. The acquisition falls under the authority of FAR 6.302-1, highlighting that it is uneconomical to buy, reverse engineer, or otherwise obtain data or rights to this part from alternative sources. While the government plans to negotiate solely with the designated contractor, it encourages any interested and capable parties to submit their statements of interest, capability, or proposals within 45 days of the notice publication (30 days if award is through an existing Basic Ordering Agreement). Nonetheless, the government retains the discretion to determine whether to proceed with a competitive procurement based on the responses received. The contract is managed by the Navsup Weapon Systems Support Mech office within the Department of Defense, located in Mechanicsburg, Pennsylvania, and pertains to a presolicitation stage as of February 2017.
