AI Contract Overview

The contract involves the procurement of nine units of a specific part identified as NSN 7H-1005-015734000, under TDP version 003, to be delivered FOB origin to Moog Inc. in East Aurora, New York. This procurement is a sole-source negotiation, as the government intends to contract only with the specified manufacturer due to the lack of adequate technical data, government data rights, or manufacturing knowledge that would allow for acquisition from alternative sources. The part must be sourced from the original manufacturing source indicated by approved source control or selected item drawings in accordance with current DoD standards, specifically DoD-STD-100. The notice emphasizes that the government does not possess the necessary data rights or support to permit qualification or use of parts from secondary sources. Potential suppliers are invited to express interest or submit quotes, but this notice is not a request for competitive bids. Responses will be considered within 45 days (or 30 days if under an existing Basic Ordering Agreement) for the government's evaluation to decide if competition is necessary. The action falls under FAR 6.302-1 authorization for single-source procurement, and market research indicates the acquisition will not follow the commercial item acquisition policies of FAR Part 12. Interested parties may access relevant military specifications and standards through established government document systems, although certain technical documents like drawings are not stocked and must be obtained through designated channels. The contract is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania.
