NASA Langley Research Center intends to establish a five year IDIQ support service contract for the maintenance and further development of the pulsed laser system within the High Spectral Resolution Lidar II. The agency plans to award this contract to Fibertek, Inc. of Herndon, Virginia, citing the company as uniquely qualified due to its role in developing the custom, one-of-a-kind system. Because the technology extends beyond current industry standards and involves proprietary data and intellectual property held exclusively by Fibertek, the government intends to acquire these commercial services under FAR Part 12. The procurement process allowed interested organizations to submit capabilities and qualifications by May 15, 2008, to determine if the effort would be conducted on a competitive basis. Final determination regarding full and open competition remained at the sole discretion of the government. This award notice, associated with solicitation number NNL09ZB1006Q and NAICS code 333314, formalizes the requirement for specialized technical support to ensure the continued operation and advancement of the HSRL-II science requirements.
