The contract involves the procurement of six units of a specific item identified by NSN 7H-6660-013985317, designated as "J--INDICATOR WIND SPEE," intended for repair or modification. The delivery terms specify FOB origin, with the items to be issued to Coastal Environmental Systems Inc. located in Seattle, Washington. This notice announces the Government's intent to negotiate exclusively with one source under FAR 6.302-1, reflecting that this acquisition is not open for full competitive bidding, although other interested parties may express interest, submit quotes, or capability statements within a specified timeframe. The Government’s decision to limit competition is influenced by the fact that it does not own the data rights necessary to procure the part from alternative suppliers, and it is deemed uneconomical both to acquire these rights or to reverse engineer the item. The Government has provided access to related Military and Federal specifications and other standard documents through the DoD Single Stock Point and online sources such as ASSIST-Online to assist potential respondents. While this is not a solicitation for commercial items per FAR Part 12, interested parties may still identify their ability to meet the requirement with commercial offerings within 15 days. The contract action is managed by the Navsup Weapon Systems Support Mech under the Department of Defense, with administrative headquarters in Mechanicsburg, Pennsylvania, and is in the presolicitation phase as of December 2015. This notice serves as an opportunity for responsible sources to indicate interest before the Government makes a final award decision, which remains at the Government’s discretion.
