AI Contract Overview

The U.S. Geological Survey (USGS) plans to award a sole-source contract to Advanced Telemetry Systems (ATS) for the refurbishment of tracking collars. ATS previously supplied these collars to both USGS and the National Park Service, and a key contract requirement is the ability of ATS to refurbish the collars to a like-new condition, enabling cost-effective reuse. Purchasing new collars is not a viable option due to prohibitively high expenses and incompatibility with existing software and hardware systems, which would also cause duplication of equipment and efforts. The sole-source acquisition is being made under the Federal Acquisition Regulation (FAR) authority 13.106-1(b)(1), citing that only ATS is reasonably available for meeting the specific refurbishment needs. While all responsible sources are permitted to submit proposals for consideration, ATS remains the intended awardee. The contract, identified under solicitation number G12PS00892, is managed by the Office of Acquisition Grants-National within the Department of the Interior, located in Reston, VA. The refurbishment work falls under the NAICS code 334511. The action aligns with the government’s goal of sustainable procurement by extending the lifespan of existing equipment and avoiding unnecessary costs associated with procuring new units. For inquiries regarding the contract, Bill Claybrook can be contacted via the USGS.

Full Description

The U.S. Geological Survey intends to contract on a sole-source basis with Advanced Telemetry Systems (ATS) for refurbishment of tracking collars. The USGS and NPS previously procured collars from Advanced Telemetry Systems of Isanti, MN. One of the critical requirements for the acquisition was the ability of ATS to refurbish the collars to new condition for reuse at substantial savings to the government. Buying new collars instead of reusing the ones we own would be prohibitively expensive and wasteful. Purchase of new collars would lead to greater costs and duplication of work and equipment because new collars of a different design would not be compatible with software and hardware we currently are using. The proposed action is awarded base on FAR Authority 13.106-1(b)(1) "Only One Source Reasonably Available." All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Please contact Bill Claybrook at contact@example.gov with any questions.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
