J--Repair Motor Controls for Centrifuge Operations at

The Department of the Interior, through the Pwr Sf/sea MABO office, is conducting a sole-source simplified acquisition under FAR 13.106-1 to repair the Alfa Laval DS-308 centrifuge PLC systems at the El Portal Wastewater Treatment Plant in Mariposa County, California. The project is critical to prevent sanitary sewer overflows and restore biosolids dewatering capabilities for a system processing 1 million gallons per day. The scope of work includes onsite programming, recalibration, and the resolution of persistent PLC communication faults and operational errors. Due to the proprietary and patented nature of the control logic and the risk of voiding warranties, Alfa Laval and its authorized integrator, Systems East Inc., have been identified as the only responsible sources capable of performing the repairs. The estimated cost for this non-competitive action is $13,622.00. The contract is managed by Contracting Officer Timothy D. Modjeski and Project Officer Katie Bablitch, with performance taking place onsite at the El Portal facility. Acceptance of the work is contingent upon the full restoration of operational integrity and the elimination of all system alarms.
