AI Contract Overview

The contract involves the procurement of five units of a combustion chamber liner for repair or modification, identified by NSN 7H-2835-013623011 under TDP version 005. The delivery terms are FOB origin, with the items to be issued to Advanced Turbine Services LLC located in Wallingford, Connecticut. This action is a notice of intent rather than a solicitation for competitive quotes, as the Government plans to negotiate exclusively with a single source due to the unique nature of the required parts and the absence of rights or data ownership that would allow procurement from additional suppliers. The Government has determined that acquiring the necessary data or rights would be uneconomical, and reverse engineering the item is also not cost-effective. Consequently, while the Government may consider any interested parties who express their capability or submit quotes, the decision to maintain sole-source status remains at the Government’s discretion. This contract is managed by the Naval Supply Weapons Systems Support office within the Department of Defense, based in Mechanicsburg, Pennsylvania. The notice was initially posted in April 2016 and is classified as a presolicitation without set-aside status or NAICS code designation.
