The Naval Air Systems Command seeks a contractor to provide depot-level maintenance and comprehensive logistics support for the CFM56-2A-2 engines powering the E-6B aircraft fleet, which consists of 16 aircraft each equipped with four engines, totaling 75 engines (64 on-wing and 11 spares). This procurement will follow a Performance Based Logistics strategy, requiring the contractor to handle not only engine maintenance but also supply all spare engines, manage repair assets, obsolescence, reliability, configuration, technology upgrades, transportation, and sustaining engineering efforts. The contract mandates the use of Original Equipment Manufacturer certified parts and sets strict operational metrics, including 24-hour engine delivery to STRATCOMWINGONE at Tinker AFB, maintaining four war reserve engines on site, and meeting turnaround times and engine reliability benchmarks for both scheduled and unscheduled maintenance cycles. Projected maintenance workloads vary annually, with an increase noted in fiscal year 2009 and a consistent unscheduled maintenance expectation of four engines per year, though this figure may change. Accountability for the entire engine inventory and adherence to availability and reliability requirements are central contract deliverables. The solicitation is currently in a presolicitation phase, with no formal solicitation issued, and the Navy invites interested parties to submit their qualifications and budget estimates by the specified deadline. The Navy also encourages companies to offer site tours to demonstrate their capabilities, noting that it will not cover costs related to proposal preparation or marketing efforts and will protect proprietary information upon request.

Engine Availability o 24-hours delivery to STRATCOMWINGONE, Tinker AFB with required SE o Four War Reserve engines available to STRATCOMMWINGONE at all times ? Turn Around Time o 24-hours for War Reserve engine replacement ? Engine Reliability o 3,400 Cycles Scheduled Maintenance o 1,750 Cycles Unscheduled Maintenance A Rough Order of Magnitude (ROM) would be beneficial for budgetary purposes. Additionally any respondent should provide information that supports their qualifications for this effort. The Navy is also interested in any and all companies that would like to hold a site tour at their facilities. AT THIS TIME, NO SOLICITATION DOCUMENTS EXIST. This presolicitation announcement is not a contract, or a request for proposal, or a promise to contract, or a commitment of any kind.
