The contract pertains to the procurement of six units of a radar modulator (NSN 7H-5840-012221573) for repair or modification, to be delivered FOB origin to MTK Electronics Inc., located in Medford, New York. The Government intends to negotiate exclusively with a single source manufacturer specified by source control or selected item drawings, as outlined by DoD-STD-100, due to the unavailability of suitable technical data, government data rights, or manufacturing knowledge necessary to acquire the part from other sources or conduct qualification testing of alternative parts. This requirement reflects the necessity to maintain strict adherence to manufacturing specifications that preclude competition, though interested parties may express interest or capability to fulfill the requirement or submit quotes for consideration prior to award. The award is contingent upon meeting qualification requirements in accordance with FAR clause 52.209-1. This procurement action is issued by the Department of Defense through the Navsup Weapon Systems Support Mechanization office in Mechanicsburg, Pennsylvania. The solicitation identified as N0010417PLB66 emphasizes that, following market research, the acquisition will not follow the FAR Part 12 policies for commercial items, reaffirming the non-commercial, highly specialized nature of the item. While the notice is not a request for competitive quotes, the Government will consider input from interested parties to determine whether a competitive approach is feasible. The contract’s delivery terms and technical stipulations ensure that the part is sourced solely from qualified manufacturers due to limitations in technical data rights and manufacturing knowledge.

General Info
