The contract involves the procurement of 152 units of a gun mount, identified by NSN 7H-1005-013237551, under Technical Data Package version 002, with delivery terms set as FOB origin. The issuance is directed to C M Engineering Inc. located in Dugger, Indiana. This contract is a notice of intent rather than a solicitation for competitive bids, indicating that the government plans to negotiate exclusively with a single source. However, interested parties may express their interest and submit quotes before the award date, which the government will consider, although the decision not to open the procurement to competition remains at the government’s discretion. This sole-source approach is justified by the government’s lack of sufficient, accurate, or legible data needed to purchase the part from sources other than the current provider. The procurement falls under the jurisdiction of the Navy Supply Weapons Systems Support Mechanic office, part of the Department of Defense, based in Mechanicsburg, Pennsylvania. The action focuses on the repair and modification of the gun mount and is categorized as a presolicitation, with no specified set-aside or NAICS code. The government’s intent is to secure supplies/services closely tied to the unique capabilities of the current vendor, emphasizing the specialized nature of the equipment and the limited availability of appropriate data to source the item competitively.
