AI Contract Overview
The Department of Energy’s National Energy Technology Laboratory intends to award a sole source service maintenance agreement to Oxford Instruments America, Inc. for the continued repair, servicing, and support of two specialized microanalytical tools: the Aztec/mics/x-stream2/SEMX-Act/Nordlys and the Aztec micsF+/x-stream2/X-Max50, identified by their unique serial numbers. These instruments require proprietary maintenance, software updates, calibration, and replacement parts that only the original equipment manufacturer can provide due to their highly specific technical configurations and integrated software-hardware systems. NETL has determined through market research that no other vendor can meet the operational, safety, and quality requirements necessary for these tools, making this procurement a sole source action under Federal Acquisition Regulation Part 12. The agreement will ensure uninterrupted functionality and research integrity for critical scientific work conducted at NETL’s Pittsburgh facility. Any entity wishing to challenge the sole source determination must submit written documentation demonstrating their ability to fulfill the stated requirements by 5:00 PM ET on May 21, 2026, to Contract Specialist Arturo Manantan at arturo.manantan@netl.doe.gov. Telephone submissions will not be accepted. This notice does not constitute a solicitation or request for proposals; it serves solely to provide an opportunity for potential alternatives to present their qualifications before the government decides whether to proceed without competition. The government retains full discretion in evaluating any responses and determining whether to pursue a competitive procurement or proceed with the sole source award. The contract will be performed at NETL’s location in Morgantown, West Virginia, under NAICS code 811210, and all submissions must be received by the deadline to be considered.
