The U.S. Department of Energy’s National Energy Technology Laboratory intends to award a sole source service maintenance agreement to ThermoFisher Scientific FEI Company for two Scanning Electron Microscopes: the SEM FEG QUANTA and the Quanta 450 including its Nav-Cam 450 attachment. Maintenance of these specialized instruments requires exact OEM replacement parts and proprietary knowledge of system designs, electron optics, calibration methods, and service procedures, which only ThermoFisher Scientific FEI Company possesses as the original equipment manufacturer. Market research has confirmed no other vendors can provide the required service, making this a justifiable sole source procurement under the Revolutionary FAR Overhaul Part 12 governing commercial acquisitions. To ensure continued reliable performance and operational integrity of the equipment, only authorized OEM parts and certified service protocols are acceptable. This notice serves as an opportunity for any interested party to demonstrate capability to meet the requirement, with all submissions required in writing and received by 5:00 PM ET on May 21, 2026, addressed to Arturo Manantan at arturo.manantan@netl.doe.gov. Telephone responses will not be accepted. The government retains full discretion to proceed with sole source award or initiate competition based on any responses received. The solicitation number is 89243326QFE000530, and the primary point of contact is located at the NETL office in Morgantown, West Virginia, under the NAICS code 811210 for industrial and commercial service maintenance.

• SEM FEG QUANTA (9432 020 34231 / D9024 / F1605953)
• Quanta 450 (1085759 / 9924260 / F7267250), including the Nav-Cam 450 (9432 067 61471 / 9924260.3)

In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to ThermoFisher Scientific FEI Company to purchase the service maintenance agreement for the Scanning Electron Microscopes listed above. Exact replacement parts must be utilized to ensure continued reliable operation of the manufacturer’s unit. The original equipment manufacturer (OEM) maintains proprietary information on the system designs, service procedures, electron optics, attachments, and calibration methods. The OEM is the only vendor capable of providing this service. To ensure satisfactory operation of the equipment the replacement parts must be obtained from the OEM. This is considered a sole source to ThermoFisher Scientific FEI Company because, to the best of the NETL’s knowledge, based on market research conducted ThermoFisher Scientific FEI Company is the only known source that can provide this type of maintenance. No known potential alternate sources exist which could satisfy NETL's requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on May 21, 2026. Responses must be submitted in writing to the contract specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
