AI Contract Overview
The Department of Energy’s National Energy Technology Laboratory intends to award a sole-source service agreement to JEOL USA, Inc. for the maintenance and support of its JEM-2100PLUS equipment for the period beginning September 14, 2026, and ending September 13, 2027. This decision is based on the necessity of using proprietary parts and services that are exclusively available from JEOL USA, Inc. to ensure the continued reliable operation of the specialized instrument, as no alternative suppliers are known to meet the technical and operational requirements. The procurement will be conducted under the Revolutionary FAR Overhaul Part 12, recognizing the commercial nature of the service and the absence of viable substitutes. Interested parties wishing to demonstrate their ability to fulfill this requirement must submit written evidence of capability to Contract Specialist Arturo Manantan by 5:00 PM EDT on July 16, 2026. Responses must be sent via email and will be evaluated solely to determine whether a competitive procurement is warranted; the government retains full discretion to proceed with a sole-source award if no qualified alternatives are identified. The notice does not constitute an invitation to bid, and telephone responses will not be accepted. The agreement will be performed at the laboratory’s location in Morgantown, West Virginia, under the NAICS code 334516.

Full Description
In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services,, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to JEOL USA, Inc. for the JEM-2100PLUS Service Level Agreement (09/14/2026 – 09/13/2027) because exact replacement parts must be utilized in order to assure continued reliable operation of the manufacturer’s unit.
