AI Contract Overview

The contract involves the procurement of 21 units of a fuel injection nozzle, identified by NSN 7H-2910-015350962 and TDP version 004, with delivery terms specified as FOB origin. The contract is intended to be awarded to Aviation Power & Marine Inc., located in Boynton Beach, Florida. This action represents a notice of intent rather than a solicitation for competitive bids, as the government plans to negotiate exclusively with a single approved source due to the unique design capabilities, engineering expertise, and proprietary manufacturing knowledge held by that source. The approved source possesses specialized technical data rights not economically accessible to the government, which are critical for maintaining the high quality standards of the part. Qualification of any alternate sources would require stringent approval from the designated government engineering authority overseeing the design control activity to ensure continued quality. The government indicates that the procurement does not fall under FAR Part 12 regulations for commercial items but invites interested parties to express their interest and capability within 15 days. Additionally, detailed technical and regulatory documents, such as military specifications and qualified product lists, are accessible through the Department of Defense's Document Automation and Production Service and the ASSIST-Online platform to support the acquisition process. The contract is managed by the Naval Supply Systems Command Weapon Systems Support office based in Mechanicsburg, Pennsylvania.
