Full Description

The 38 Engineering Installation Group/PKL, Contracting Division, has a requirement for non-personal services for operations, maintenance, and recurring services of the Base Telecommunications System (BTS), which also includes Switchboard Operations, at Whiteman AFB MO. This acquisition is issued as a small business set-aside. The proposed contract is for a base period and four option periods totaling approximately 60 months. The Dial Central Office (DCO) switching system is a SL-1 XT upgrade to Meridian 1 Option 81C Release 22. There is also one Meridian 1, and two Meridian 1 Option 11C remote switching terminals. The billeting switch is a Meridian 1 Option 11C Release 25 with Meridian Mail Release 13. Also included are a main distribution frame, inside and outside cable plant, ancillary equipment and customer premise equipment. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. For this acquisition, a concern will be considered small under NAICS code 517110 with size standard of 1500 employees. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercials Items, in this solicitation for the described supplies or services. - An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development.
